Pull Tabs Come to Edina: The New Rules and Where to Play
Edina was one of the last Twin Cities suburbs without pull tabs. In April 2026 the city council changed that. Here is what the new ordinance allows, who can run games, and where to play in Edina now.
For years, if you lived in Edina and wanted to play pull tabs, you drove to Richfield, Bloomington or Minneapolis. Edina was one of the last Twin Cities suburbs that did not allow charitable gambling at its bars. That changed this year.
What Edina Changed
On April 7, 2026, the Edina City Council voted 4 to 1 to adopt a new lawful gambling ordinance (Ordinance 2026-2). It replaced the city's old rules, which local nonprofits had argued were so restrictive that no one could actually run games in town.
Under the new ordinance, licensed bars and restaurants in Edina can host charitable gambling: paper pull tabs, electronic pull tabs (e-tabs), paddlewheels and bingo, run by a licensed nonprofit.
Who Can Run Games in Edina
The city kept the rules tight:
- Only Edina-based 501(c)(3) nonprofits can apply. - The city will issue up to six premises permits, with one permit per nonprofit. - The city keeps a 3% local gambling tax to cover the cost of regulating the games. An earlier proposal for nonprofits to hand over 10% of net profits to a city-run fund was dropped before the final vote.
In practice, that means a small number of Edina bars will have pull tabs, each one paired with a local nonprofit like a youth sports association or booster club. The proceeds go to that group's charitable work.
Where to Play Pull Tabs in Edina
